Exchange
Talk to Hugin's Buttler (located near Hugin outside of the instance) to exchange 1 
Temporal Crystal (6607) for 1 
Temporal Boots (2499) .
You can then upgrade those boots using 5 Temporal Crystal (6607) to the one of your choosing:

Temporal AGI Boots (22002)
Temporal VIT Boots (22003)
Temporal DEX Boots (22004)
Temporal LUK Boots (22005)
Slotting
You can attempt to slot your boots by giving Hugin's Craftsman 5 Temporal Crystal (6607) .
The success chance is 60%.
You will get new slotted boots without any refine and enchant!
Enchanting
Hugin's Magic Master will enchant your unslotted boots using 
Coagulated Spell (6608) .
And your slotted boots by using Coagulated Spell (6608) , 
Contaminated Magic (6755) and 
Powerful Dimensional Essence (7925) .
